Younes Lahrach is a data protection and digital law specialist (juriste under French professional terminology, not an avocat). He founded Sila International Advisory and has held external data protection officer mandates since July 2025. The firm is an advisory firm: it does not provide representation before the courts.

His training is centred on the subject he practises. He holds a master's degree in European Union law, specialising in data protection and the GDPR, from the University of Lille (2023-2024), preceded by a first-year master's in European Union law, digital law and data protection at the same university. He also holds an MBA in International Finance from Middlesex University, and a bachelor's degree in economic administration, law and economics track, from the University of Bordeaux.

His experience was built through three internships, in three distinct environments. At DLA Piper in Casablanca in 2023, on mergers and acquisitions, data privacy and multi-jurisdictional due diligence. At Byrds & Associates in Paris in 2024, on digital law and the GDPR applied to the insurance sector. At Virgin Group in Dubai in 2025, on data governance.

The engagements he leads cover GDPR compliance audits, data mapping and records of processing, data protection impact assessments, the drafting and negotiation of standard contractual clauses and data processing agreements, personal data breach handling, international transfer frameworks, AI Act compliance advisory, data privacy due diligence in mergers and acquisitions, and GDPR training.

Within data protection officer mandates, he handles relations with the French supervisory authority under Article 39(1)(e) of Regulation (EU) 2016/679, which entrusts the officer with cooperating with the supervisory authority and acting as its contact point. He works in French and English.
